    The Local Control and Accountability Plan (LCAP) is a state requirement as part of the historic Local Control Funding Formula (LCFF).  Every school district in California must create an LCAP that describes how the needs of all students and especially those in the three targeted students groups are being addressed and are tied to student outcomes in eight state priority areas.

    The LCAP document is revised each year to reflect current needs and priorities of our students and community. We are currently in the process of developing a new three-year LCAP in partnership with our stakeholder groups.

LCAP UPDATE DEVELOPMENT PROCESS

  • Stage 1 - Consulting with Community
     
    The LCAP Committee meets eight times during the year to review progress data, collect input, and advise the superintendent on potential LCAP changes.  In the fall, input will be solicited from all stakeholders, focusing on areas of greatest progress, need, and ideas for continuous improvement. The committee works collaboratively with staff to identify additions or revisions in the development of the new LCAP.
     
    Stage 2 - Draft Plan & Review
     
    In late winter the committee will review all feedback received and draft revisions to the LCAP. That draft will be shared with stakeholder groups and the community at large for feedback.
     
    Stage 3 - Revision & Review
     
    In the spring, staff and the LCAP committee will review feedback on the draft and make final revisions as needed. The final draft will be posted on-line prior to the public hearing in early June.
     
    Stage 4 - Finalization & Approval
     
    The Board of Education will hold a public hearing and take final action on the plan during their meeting.

LEARNING CONTINUITY PLAN (2020-21)

    Senate Bill 98 removes the requirement for the Local Control and Accountability Plan (LCAP) for the 2020–21 school year and establishes the Learning Continuity Plan. This plan seeks to address funding stability for schools while providing information at the LEA level for how student learning continuity will be addressed during the COVID-19 crisis in the 2020–21 school year. It is intended to balance the needs of all stakeholders, including educators, parents, students, and community members, while streamlining meaningful stakeholder engagement The Learning Continuity Plan template memorializes the planning process already underway for the 2020–21 school year which includes descriptions of the following:

    • Addressing gaps in learning;
    • Conducting meaningful stakeholder engagement;
    • Maintaining transparency;
    • Addressing the needs of unduplicated pupils, students with unique needs, and students experiencing homelessness.


    The Learning Continuity Plan is a vehicle to:

    • Clarify and communicate thinking around how the LEA is supporting its students and families. 
    • Reflect on planning and stakeholder engagement that has taken place.
    • Communicate with stakeholders through meaningful engagement.
    • While acknowledging the uncertainty created by COVID-19, it is highly probable that plans will change in response to changing needs.
    • The Learning Continuity Plan should be developed with the totality of SB 98 in mind.
